Bonsai: fix mismatched Fillet tooltip in CAD tool for plain mesh edit mode
Root cause: in the general edit-mesh branch of CadTool.draw_settings
(not a profile, not an AXIS subshape), the "Fillet" hotkey label showed
the tooltip of bim.add_ifcarcindex_fillet ("Add a fillet for the
selected vertices"), but hotkey_S_F in that same branch actually calls
bim.cad_fillet, which requires two selected edges. Selecting vertices
per the tooltip then raises "RuntimeError: Exactly 2 edges should be
selected." Point the tooltip at bim.cad_fillet's docstring instead, so
it matches what shift+F actually executes there (consistent with the
AXIS-subshape branch, which already did this correctly).
Fixes #7231
