Script was trying to pick up vs19 instead of vs15 even for builds on vs15, fixed that by adding a check for vs15.

fix mpfr checking problem

https://github.com/BrianGladman/mpir.git 's mpfr will lead to a merge problem and make IFCOS fail to build depends on Windows. Change the link to anothms will fix this problem.
