It wasn't considering that self._topics could be an empty dict because there are no topics and it would also reload it. Now we have None value to distinguish when it actually wasn't loaded before.
Same for viewpoints, reference files and document references.
I've also imade mplementations identical/more similar between v2 and v3.
1) added more high level api for getting/setting selected/visible elements in bcf
2) in bbim when you add a new viewpoint it will remember currently selected and visible objects:

disabling it as it currently won't allows users to create a different viewpoint for the same IFC element (in the same or other bcf file) and also entity position can change between `build_viewpoint` calls

We should create some kind of common code folder to keep this sane...

`parser.register_namespace("xs", "http://www.w3.org/2001/XMLSchema")` started failing with `TypeError: PushParser.register_namespace() missing 1 required positional argument: 'uri'` since xsdata added a new argument `ns_map` (previously it was always using `parse.ns_map` under the hood, now it allows to provide some external dictionary). We just restore the original behaviour with internal `ns_map` by providing it explicitly.
Specified xsdata version after that change in pyproject.toml.
Also `serialize()` is now using `parser.ns_map` as a fallback value (otherwise why we do `parser.register_namespace` if we never used the `parser.ns_map`?)
Fix for Issue #2212
The method get_comments wasn't working as expected because on line 649, it was trying to access the element "Topics" instead of "Topic", based on the XSD "Topics" doesn't exist.
* Refactored the BCF dir into a "src-layout" which I am more comfortable with. We can likely change this back if it is not compatible with other development
* I added a few setup files for the bcf package (setup.cfg, pyproject.toml and a MANIFEST.in file)
* Added two __init__.py files in the v2 and v3 subfolders for them to be picked up during package compilation
