Important on Windows if someone is using Patcher explicitly and `self.c` is not garbage collected and file stays locked and cannot be moved.

ExtractElements - expose assume_asset_uniqueness_by_name option #6243

I'd much rather not expose this option to ifcpatch but I guess models are different and there should be a way to extract elements even if assets name uniqueness is not ensured (since it's not IFC requirement anyway). But it may cause duplicated assets.

Fix bug in SetFalseOrigin which incorrectly handled z height and also add ability to handle non-mapconversion based transformations.
...
I can't believe I accidentally left out the minus sign. The ability to
handle simple remapping of location A --> B is useful for software that
doesn't support map conversion properly.

moved full_schema, is_strcit, should_expand, should_get_inverse, should_get_psets. should_get_geometry and should_skip_geometry_data to the Patcher class definition. deleted those parameters from the patch definition so that users are able to set them by themselves. removed the hardcoded tmp-File for the db_file name
