The deliver job only tagged the image with the git ref name and
conditionally 22.04, so aecgeeks/ifcopenshell:latest was never updated
and still served a 20.04 image with a Python mismatch, the failure
reported in issue 6488 and confirmed by aothms ("somehow the image is
not pushed to the latest tag"). Docker Hub shows latest last pushed
2024-06-08 while v0.8.0 and 22.04 were pushed 2025-04-04 by the same
workflow run. Also guard the conditional with an empty-string
alternative so a false condition cannot render the literal string
"false" into the tag list.
