deps: Add CUDA extension support to Project.toml

Browse Source 
- [weakdeps] CUDA package for optional GPU support
- [extensions] JuliaFEMCUDAExt loaded when 'using CUDA'
- Zero overhead when CUDA not loaded
- Enables GPU acceleration without mandatory dependency
