Cyril Waechter b10ba45194 Allow to install ifcpatch separately (#1263) 
Will allow to provide ifcpatch as a standard python package for
various usages (eg. standalone, blenderbim addon, FreeCAD)
* Copy folder instead of files [using svn](https://stackoverflow.com/a/18194523/4098083)

New features include:

 - New clarity between null and empty string attributes
 - Attribute editing now shows appropriate UI widgets depending on data type
 - Attribute editing for enumerations now show a dropdown
 - Attribute editing is now schema sensitive

New features

* `get_by_name` : get pset template by name
* `is_templated` : allow to check if a pset template correspond to given name

Enhancement
============
* Use of lru_cache simplify code and enhance performance largely
(10+ times more requests in 4 less time)
