To make it a bit more easier to understand what to do in cases like below (the solution is to provide generator explicitly: `run-cmake.bat vs2022-x64 -DADD_COMMIT_SHA=ON -DVERSION_OVERRIDE=ON`).
```
run-cmake.bat -DADD_COMMIT_SHA=ON -DVERSION_OVERRIDE=ON
vs-cfg.cmd: The used CMake version does not support generator `-DADD_COMMIT_SHA` - cannot proceed.

Windows/MSVC build scripts: support for VS 2017 CMake generators, update Boost to 1.63.0, update ICU download to 58.2 in order to have VS 2107 download available, configure Boost using generic MSVC instead of specific version, make sure to 'git fetch' before 'git checkout <revision>'.

Update vs-cfg.cmd
...
prepend win/utils path instead of append it.
It should force the build-deps.cmd to call 7za.exe within utils and not any other old-version that users might already have.

Windows batch script enhancements ( #88 )

* Make possible to invoke run-cmake.bat, build-ifcopenshell.cmd (now bat), install-ifcopenshell.cmd (now bat) directly from File Explorer or command prompt without VS env vars set, if BuildDepsCache file exists, by utilizing CMake's --build functionality. Do not delete CMakeCache.txt always now in order to keep the build options consistent.
* win/readme.md tweaks + make the line width smaller
* Windows batch files: use the last modified BuildDepsCache. Show an error if GEN_SHORTHAND does not exist.
