Update vs-cfg.cmd
...
prepend win/utils path instead of append it.
It should force the build-deps.cmd to call 7za.exe within utils and not any other old-version that users might already have.

IfcConvert --precision option.
...
Sets the decimal precision to be used to format floating-point values, 15 by default.
Use a negative value to use the system's default precision (should be 6 typically).
Applicable for OBJ and DAE output. For DAE output, value >= 15 means that up to 16 decimals are used,
and any other value means that 6 or 7 decimals are used.

* Use -Wno-tautological-constant-out-of-range-compare for Clang (these warnings come from the sanity checks in generated IfcXXX files).
* Remove unused variable and typedefs + suppress uint->bool conversion warnings (MSVC) + add note about Clang in README
* MSVC uint->bool convesion warning fixes when IFC4 is defined
